Following the publishing of the new BS 5839 part 8 recommendations, IPS were invited to submit proposals and were awarded the contract to supply and install a new communication and fire evacuation system for Oxford Circus London Underground Station by LUL.

The system specification, written by London Underground Communication Services, simply stated, is to provide daily passenger communication and information services and to facilitate the safe evacuation of passengers from all three lines/six platforms, connecting tunnels and ticket areas in the event of fire or any other emergency. Central control is located in the upper level control room where both CCTV and audible warning systems are centred.

IPS assembled a working party of engineers at an early stage from the three manufacturers whose equipment would provide major system components, to ensure seamless system design and to allow an exchange of information which would lead to more efficient solutions to meet all system demands.

Installation of the approved system was carried out with no disruption of the normal working of the station. The IPS team was given access to the station at about 0030 hours each morning, only after the last train had passed through.

The team were to complete their night’s work and remove all tools and cabling by 0430 each morning before the arrival of the first train.

Removal of the bulk of the old system also formed part of the project. This included rack systems, loudspeakers and much cabling, part of which was exposed and unsightly.

During installation of the new system however, the old system was left in position and operational in case of emergency, as a live system must be maintained at all times.
 

SYSTEM FEATURES:

The system provides:

Daily passenger information via live and disc held announcements.

Station Master’s Control and 6 Station Announcement Points, one per platform with an integrated radio microphone to allow staff free movement over the platform whilst making announcements.

Emergency, crowd control and evacuation procedures.

LU announcements as part of the local station network.

Services are provided across 17 zones including 3 Underground lines / 6 platforms, plus connecting throughways and ticket sales areas.
 

MAJOR SYSTEM COMPONENTS

2 x 42 unit high rack systems carrying Baldwin Boxall VIGIL voice fire amplifiers, control equipment and battery backup plus a ‘Microdrive’ BVR20 digital matrix, specially developed in conjunction with Interalia, a leading Canadian manufacturer of interactive call processing systems, through which all digital voice announcements are channelled

The six sealed lead acid batteries provide 24 hour back up, supplying a minimum 30 minute full power.

548 Penton loudspeakers, each incorporating the specially developed monitoring pcb Bel 3.

25,000 metres of cable were used as part of the installation.

Each zone carries dual circuits so that in the event of amplifier failure, cable damage or vandalism, a loss of 50% of the loudspeaker complement will result in a loss only 3dB of SPL.
